4 1/2 - one of the best presidential years of all time
4 - did a great job, but fumbled a few times. Nothing to rewrite history.
3 1/2 - did a good job this year, but could improve.
3 - good but could be much better.
2 1/2 - passable. Some good this year, some bad.
2 1/2 - needs improvement, but not bad.
2 - disappointing. Some good, but more bad.
1 1/2 - very disappointing. Bad points have more than outweighed a few good points over the year.
1 - one of the worst presidential years.
